In the late 1990s, faced with a series of burning management issues, a growing number of inmates and a problem with staff recruitment, the director of the Singapore Prison Service embarked on a comprehensive transformation process and developed a new paradigm for modern prison management that focused on that of the entire Singaporean society. Case A describes the courageous decisions and innovative ideas of management and invites students to take on the role of top management and discuss the advantages and disadvantages of an important management decision without knowing the outcome (Case B).
