The case is about a city’s water security and is the continuation of the heated debate about building a reservoir in a Virginia college town after a record drought. The case sheds light on the role of municipal utilities in water supply, illustrates the different positions of various actors, and raises the question of what is the appropriate price for water. It provides stylized data on water use in all sectors and is based on a fundamental analysis of current and future water needs and an assessment of future water supplies. This case is used in the Dardens elective “The Global Water Economy.” It would also work well in courses on the environmental impact of urban planning. ”
