The computerization of a government agency is a very demanding process due to the multiple interest groups and power centers involved. Identifying stakeholders, as well as developing a system specifically tailored to the needs of a particular department, can be a complex process. Computerization of the police department at ASWI began in the mid-1990s, but was unsuccessful. The case illustrates the challenges of computerization in a bureaucratic environment. With multiple points of contact and interdependent processes, designing and implementing a technology solution for such an environment could be challenging.
