In March 2005, the Vice President and Chief Operating Officer of the Canadian Air Transport Security Authority (CATSA) considered the best way to use the Business Intelligence (BI) system implemented by CATSA. Since its inception in 2002, CATSA had developed an organizational structure with more than 200 managers who supervised 4,000 control officers. A BI solution was developed and released in June 2003 in 2004. The vice president wanted to know if his team could anticipate and manage the changes that the new BI system would unleash.
