In September 2003, Mason Sexton, a young and inexperienced contractor, planned to replace a house he had inherited next to the University of Virginia campus in Charlottesville with a new five-story house with 14 units. His attempts to gather the information, permissions, and resources necessary to identify the steps and risks involved in the development process.
